The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) has launched a public consultation process to approve a strategic plan that will transform Spain’s energy infrastructure. The project proposes the gradual replacement of approximately 8 million analogue gas meters with smart devices by 2033. This initiative is part of the “More Energy Security Plan” (Plan +SE), designed to strengthen the resilience of the national energy system.

Key Benefits of teh Plan

  • Significant economic savings: The renewal of the meter stock is expected to generate savings of more than €800 million.
  • Emission reductions: The implementation of smart meters will reduce gas consumption by between 1.8% and 5%, which translates into an annual reduction of up to 242,000 tonnes of CO₂.
  • Integration of renewable gases: The new devices will be compatible with a network that facilitates the penetration of renewable gases such as hydrogen, biomethane, and synthetic gases, advancing towards the effective decarbonisation of the energy system.
  • Improved service quality: Digitalisation will allow for more accurate and frequent readings, remote access to consumption data, early anomaly detection, and greater safety in supply management.

Implementation Schedule

The plan sets a progressive timeline for meter replacement:

  • By 31 December 2028, at least 20% of meters must be replaced.
  • By 31 December 2030, at least 50%.
  • By 31 December 2032, at least 80%.

For supply points with annual consumption above 50,000 kWh, a smart meter or remote measurement device must be installed within five years of the order’s entry into force.

Public Participation

MITECO has opened a public consultation period until 8 September to receive comments and contributions on the draft order. This process aims to ensure transparency and the participation of all stakeholders involved in the energy transition.
